{"id":258,"date":"2003-12-06T16:40:00","date_gmt":"2003-12-06T16:40:00","guid":{"rendered":"http:\/\/mass-spec.lsu.edu\/blog\/?p=258"},"modified":"2003-12-06T16:40:00","modified_gmt":"2003-12-06T16:40:00","slug":"open-access-to-scientific-and-technical-information","status":"publish","type":"post","link":"https:\/\/kermitmurray.com\/msblog\/open-access-to-scientific-and-technical-information\/","title":{"rendered":"Open Access to Scientific and Technical Information"},"content":{"rendered":"<p>I came across the background report for the <a href=\"http:\/\/www.inist.fr\/openaccess\/en\/etat_art.php\" target=\"blank\">Open Access to Scientific and Technical Information Conference<\/a> when I was trying to figure out how much I liked the concept behind the <a href=\"http:\/\/www.facultyof1000.com\/\" target=\"blank\">Faculty of 1000<\/a> site. There is also a <a href=\"http:\/\/webcast.in2p3.fr\/openaccess\/franklin.ram\">video of the webcast<\/a> that has the discussion of this report (and <a href=\"http:\/\/www.inist.fr\/openaccess\/en\/programme.php\" target=\"blank\">other presentations<\/a>). It&#8217;s good background for something we should all be thinking about.<\/p>\n<p>The Faculty of 1000 concept is an interesting one \u221a\u00a2\u201a\u00c7\u00a8\u201a\u00c4\u00fa a <a href=\"http:\/\/www.google.com\" target=\"blank\">Google<\/a> for biomedical research articles. Experts rank the articles and a keyword search nets a page of hits as with Google\u221a\u00a2\u201a\u00c7\u00a8\u201a\u00d1\u00a2s Page Rank. But the Page Rank algorithm is more like the Citation Index with a page\u221a\u00a2\u201a\u00c7\u00a8\u201a\u00d1\u00a2s rank increasing with the number of inbound links. The Faculty of 1000 algorithm is based on popularity with potential for associated <a href=\"http:\/\/www.constitution.org\/fed\/federa51.htm\" target=\"blank\">Tyranny of the Majority<\/a> problems. Can popularity ranking stifle dissenting thought?
